tc_session — keeps you signed in (essential). If you
Decline, it's downgraded to a session cookie that your browser drops
when you close it (nothing saved to disk).
tc_oauth_state — protects the Google sign-in flow from
CSRF; temporary (essential).
tc-theme, tc-cookie-consent — stored only in
your browser to remember your theme and this choice. Accepting keeps
the choice on this device; declining keeps it only until you close
the browser (session storage). Neither is a cookie.
